I'm willing to swap waiver priorities with you.

I'm also willing to drop a player on my team (Peter Regin probably) and pick up a player for you. I will then trade that player to you.

I'd like picks or possibly some minor player upgrades for such a move. I'm open to ideas.

Regardless of the ruling, I am willing to pick a player for someone and then trade that player to them for something in return.

Whatever is decided will have no bearing on what I am proposing.

If you want a player from the waiver pool, send me a PM. I will grab the player for you (drop Peter Regin) and then trade the player I grabbed from the waiver pool to you for something in return. I seriously doubt anyone will have a problem with that, regardless of any possible rule changes or interpretations.
